Keanu Marsh-Brown and Jake Hyde were unable to help England C avoid defeat in Jelgava on Tuesday.
The duo were two of 13 debutants and both impressed with Marsh-Brown playing the full 90 minutes.
Eduards Visnakov got the only goal of the match for Latvia on 25 minutes when he rounded keeper Mitchell Walker and tapped the ball into the empty net.
Marsh-Brown, who has previously featured for England Under-16s, was the Three Lion's stand-out player and he almost got an equaliser but Arturs Vaiculis somehow tipped the ball past the post.
Speaking post-match to TheFA.com, Fairclough felt England C were the better team in the second-half.
“I thought Latvia had the better of the first-half but we dominated the second-half.”
